MMDA/LGU smoking ban is illegal, and an attack on Filipino #Liberty

RA9211 http://www.lawphil.net/statutes/repacts/ra2003/ra_9211_2003.html section 5 and 6 states the places were smoking should be banned.

How can the scope be expanded by the executive branch (MMDA/LGU) don't we need an amendment to the law to have that? Was there an amendment to RA9211 that we have not been informed about? Unless there is an amendment to expand the scope of sections 5 and 6, what the MMDA and LGUs is doing are illegal! Where is the legislative branch when you need them?

MMDA & LGU banning smoking on roads / streets is an over reach, it's illegal, and it is an assault on our liberty. What is worse is imposing fines and punishment for something that is not lawful in the first place is an abuse of power (not to mention a potential avenue for corruption) 

Politicians don't want to be called anti-health, or anti-environment. NONE OF OUR LAWMAKERS STOOD UP TO DEFEND US!!! Everyone in congress should be ashamed! Giving the executive branch free reign to meddle in the lives of it's citizens. This is not good governance this is over governance!!! We must not and should not allow government to meddle with the way we live. I fear that we truly live in a failed democracy. 

Filipinos when you are done discussing underwear billboards, open your eyes and minds. You will see that what I am saying is not anti-health, it's not anti-environment... it's PRO-LIBERTY.
